so i was studying government..

and the subject was "international comparisons of voter turnout." in other words, the textbook was just commenting on how american voters suck and don't care enough to get off their lazy butts and vote.

anyhow, this particular paragraph was concerning "computing turnout," and the author was trying to make some sort of point about the technicalities behind it all. (if you have better things to do than read an excerpt out of a government textbook, then stop reading now. if you are bored out of your mind as it is, then continue reading.)

If an American believes that all the candidates are bums and either does not vote for president or does not pick a recognizable candidate, that citizen is not counted as having voted. Other countries are more flexible. In France, for example, unhappy voters have long scribbled an offensive suggestion across their ballots (the English translation has initials "F.Y."). French election officials count such ballots, whereas most American officials would not. Furthermore, if someone casts a "frivolous" write-in vote (actual examples from U.S. elections include ZZ Top and Batman), election officials in many jurisdictions ignore that vote rather than tabulating it as "other."
